I think that polycarp is there to show the contrast as how the Germans treated the jews to how the Germans treated plain inanimate objects.
Although not all Germans are like that, some still help Jews, but the stereotypes of Germans at that time were Herr Resch. As what Mrs. Simon said, they were still angry with other countries and could easily be stirred up. (drifting away from the subject[always in discussions in english classes]NOT advised as wasting LOTS of time)
Herr Resch hated the Jews and cared more for a DWARF(how NOT cute) then for a live human !!!(firmly NOT advised)Jews were discriminated to be even less value then a garden dwarf. :'( *sniff* *sniff*.
