(1)- I don’t know what to do with it.
(2)- I don’t think I deserve it.
ANYWAY I’ve already got loads of hongbao money this CNY and I still have no idea of what to do with it.

My guess would be that he was just there to set the scene (and once again, the title says it all... The title of the chapter, that is) and to add some detail to the story, that’s all. Besides, he’s only mentioned twice in the book, in the first chapter ad the bit where they mention a bit of shrapnel slicing off a bit of his cap or something.
