Well, actually, I not sure but It says that Polycarp ruled over the front garden so maybe Polycarp ruled over the garden while Herr Reisch(Not sure about spelling) ruled over the house or something. It could have been because the author wanted the story to be longer...
Also, there's this bit where it says that his owner was wealthy and now conducted business over the phone and yadayada.
Since garden statues (In this case, a dwarf) don't do anything, his owner also doesn't do anything (kind of)
