First, when I read the article at first, (the one on her disappearing) I thought that she was kidnapped and that someone would call her family for a ransom.
However, two things rule that out (now that I think of it): 1. Hello! Be REALISTIC! Does kidnapping for ransom sound like it's practiced in Singapore at all??? NO... (Anyway, I ruled the kidnapping assumption out as I was being ridiculous)
2. As an article later said, Nonoi cried easily and so, if a kidnapper had kidnapped her, she most probably would have cried and woken her grandfather from his prayer-slumber.
Here's something WEIRD...
If Nonoi was sleeping, would she suddenly awake and get lost in her grandfather's apartment and go walking out of the door to the playground? (This challenges Shawn's and Clarissa's posts)
And this is what I found from this book called 'The curious incident of the dog in the night time'.
A dog, Wellington got killed and Christopher, this autistic 15 year old kid (NOT meaning baby goat) investigated the case and found that his own father had killed Wellington. Anyway, in the book there was this list of ruling out suspects and yadayada.
They were:
1) To hurt a person close to the victim
2) Usually someone who knows the victim
3) ... (I forgot the rest)
Anyway, with this, you can see that her stepfather could be a possible suspect because he fulfills statement 2.

Also, the articles weren't detailed enough and the story seems to be very brief, for example: Girl disappeared

End of story
It doesn't tell you why the police arrested him and how come the police thought he was the murderer. It only says that he led the police to the place his daughter was. It could have been that he was told that by someone who called him and that he lead the police to Nonoi because he wanted Nonoi to have a proper burial or something but didn't dare go himself. Anyway, what kind of criminal would tell the police something that would make themselves an immediate suspect?

Also, what motive did he have?
(A little unlikely)
He could have been FRAMED (No, not picture framed)
(Superbly Unlikely)
He could have been arrested as the police could not find the murderer and decided to use him as a scapegoat.
(Around the same as the framing thing)
Someone who hated him because of someone gave an anonymous tip-off to the police.
By the way, Clarissa and Shawn, what do you mean by 'act of passion'? An act of love? (yeah right)
Arguing for:

The stepfather could have been irritated by his daughter crying so much that he decided to silence her once and for all.

The stepfather could have been a psychopath/pyschomaniac (whatever that is)/pyscho_____
Verdict: My argument against him being arrested is due to the fact that there is not enough information. My argument for him being arrested is all unlikely reasons.
VerdictVerdict: Was the action of the police right? We don't know, there is not enough information. Did the stepfather kill Nonoi? We don't know, the fact is only from the newspaper. it does not give evidence to support the fact.
So....
my verdict is that ...
Pray to God and ask him to punish the person who killed her and let him be recognised and despised and hated. Ask God to accept Nonoi into the Kingdom of Heaven even though she does not believe in the Lord. She did not get the chance to do much in her life. Everyone should have the right to have that.
I do not know what we ought to do...
Anyway, if the stepfather really killed Nonoi, he is disgustingruthlesshorribleterrible, which when you combine them to make a word that can be easier to say, terridisruthhorble. And all the other names for bad people in the world.
